Earlier this month, West Bengal Finance Minister Amit Mitra and Punjab Finance Minister Manpreet Badal had demanded a meeting of the GST Council. A national GST system was implemented in July 2017 by merging more than a dozen central and state taxes like excise, service tax and VAT. There is a provision for at least one meeting of the council every quarter. This council, headed by the Union Finance Minister, consists of Finance Ministers / Representatives from all the States and Union Territories.

Mitra of West Bengal had written a letter to the Finance Minister, in which he said that by not calling the council meeting in two consecutive quarters, a federal institution which includes representatives from all the states has been diluted. Lack of confidence can also be caused by not meeting regularly. States are also demanding the abolition of GST on essential commodities like vaccines.
